I've thrown the idea about in my head for some time now, I hope it is satisfactory.

The spawner block is available only in creative. It is a single, solid block of a grey/black/whatever colour and is unmineable in any way except if in creative. It will not spawn anything until you edit the settings. To edit, look at it and the crouch button becomes the edit button. A menu will come up when the edit button is clicked. The following few paragraphs will describe each setting in detail.

1.Spawn Type
Spawn type means what it will spawn. You can select any animal you want, even up to two of a kind. This is due to perhaps too much animals spawning and hence spawner amount will have to be limited, hence you can save spawners in this way. Very basic setting, nothing to elaborate on. You can also choose to spawn random animals, as suggested by sman :)
2.Spawn Radius
You can select how far the animals can spawn. This allows you to contain animal spawning into a small room or a large open area. There is a preview button that shows you how far it will be spawning. There will be a highlighted area for ease of seeing the spawn area. The view will be in third person and will be zoomed out exactly to show the area.
3.Spawn Rate
This is self explanatory. You choose how often it spawns.
4.Spawn Count/Max. Spawn/Reset Spawn
Spawn count means how much it spawns at a time. Max. spawn means how many it can spawn until it stops. Reset spawn means that it will continue spawning once the animals it spawns is killed. i.e. replaces dead animals. Without it, it will stop spawning after max. spawn is reached.
5.Disguise Block.
You can disguise it as any block you want, allowing you to hide it easily. However, you cannot disguise it as X'mas trees, fences, special block models.
6.Spawn Trigger
6A.Electric Spawn
     This means once it is powered it will start spawning.
6B.Player Spawn.
    This means once it detects a player it will start spawning. You can set the detect radius, and you can preview it similarly to the Spawn Radius(see 2.)
7.Breakabilty
Previously I said it is impossible to break. But now you can have an option for it. You have a slider with icond on top, each representing every pickaxe, which means that pickaxe and above can break it. The bottom most means by hand, and the top most is indestructible. This is default. You can choose how long it takes to break. 
8.Limit
A fault spotted by rioxas! Spammers will most certainly exploit. This can be solved with spawn limjt. SC will calculate how many spawners are spawning at what rate and at what amount. It will stop all production upon detecting overload. Alternatively a new option can be added-auto-kill. All animals spawned by the spawner with this option will die. Drops can be toggled. I know some adventure maps do not want cheats like that! I hope this solves the problem!

Great Idea! I really need this for a Survival Kids map I started working on but I had to stop since animals don't spawn on islands.

Maybe allow a setting that causes it to spawn a random animal once it's activated.

Colin I must say this is a very original idea and a good one too.
Also very well thought.

I had several adventure maps, started with a living enviroment, because I wanted to use the animals, that didn't worked out right.
This block would made it possible and even better.

Animal spawner

I really like this game and love playing it like blowing stuff and creating adventure worlds but there is something I don't like of creating adventure worlds its the animals that will attack the player I always have to place them with care and trying not to put many of them because then I won't be able to put more than 20 animals and always most of those animals die with the traps I placed or just squish themselves or drown themselves I have seen worlds that say " it's time for a battle " and the only thing I see its their meat or their leather 
so of course in giving the idea of an enemy spawned ( of course not eggs in a chest and tell the player " grab and throw the eggs to start the battle to make you lose " nobody would do that ) the enemy spawned would work when it receives an electrick signal and has the edit button and choose how many animals do you want to be spawned and wich one this would make the game a lot easier in adventures and would make the game a lot more fun 
This idea is for creative to create adventure worlds its not for the survival mode

This is a neat idea. Given that it is a workaround for the instability of animals, you could help promote it by posting in the bug section on topics about animals disappearing, or being too numerous, dangerous, etc.

I support the idea! I hate it when animals just don't stay where they're supposed to. This certainly clears up a lot of problems. Except...is there a limit to how many you can place? What if someone puts a ton of them and makes them spawn all at once?

Ah Rioxas, asking the real questions. I guess it boils down to how many is spawning, at what rate. We could either stop the placement of spawners when the system calculates with some complicated mathematical formula whether SC will spaz with the animals or just stop production when animals overload. Personally I prefer the second idea. This can spread spawners across large maps and have no problems. I will edit this in. Thanks Rioxas for pointing that out!

All for this idea. My map would benefit from a spawner that looks like bedrock. Don't want this to be overlooked. Some settings could be simplified for kaalus' benefit. Like breakability or the spawn area preview could be left to simplify.

Yay I love the idea!
As a big fan of adventure maps, having a way to bypass the number of animals per area limit in this way gives map makers a new and simple way to create epic challenges.
I honestly hope Kaalus adds this as it has been suggested numerous times but always ignored...

That sounds like a very interesting tool! I would love to this this in the game! But one thing, how does it work i water? Would animals just float to the top, and fish would just swim around? This would be an awesome idea for shark/pirhana infested water!
